Glen Kubinski likes that the home-weatherization industry he has been part of for 25 years is at the forefront of creating jobs to help lift the nation out of recession.

The owner of Energy Tech Insulation in Columbus expects to see his business grow as more than $25 million in federal economic stimulus funds for weatherization projects starts to pour into Central Ohio in June. He also appreciates that federal lawmakers have made home weatherization a priority in the nation’s broader energy plan.

“The (energy) conservation part is the first step in the right direction,” Kubinski said. “It’s a beautiful thing.”

Home weatherization is one of the first areas where federal stimulus dollars will result in actual job creation. Agencies such as the Mid-Ohio Regional Planning Commission, Ground Level Solutions Inc. and Impact Community Action Agency in Columbus have added employees and expect to hire more to meet the surge in weatherization projects funded with stimulus dollars. In addition, heating and cooling contractors and insulation companies hurt by the national home building slump may be able to keep workers busy with weatherization jobs.

In Franklin County, the three organizations will receive $18 million over the next three years to weatherize 2,152 homes, according to the Ohio Department of Development. Community action agencies in surrounding counties will receive $7.33 million to weatherize 875 homes. The money is part of $266 million Ohio expects to receive for its Home Weatherization Assistance Program through the American Recovery and Reinvestment Act. That compares with $51 million the state currently receives.
